After reviewing the Congress website, the health policy that I selected is titled H.R. 1224- Living Donor Protection Act of 2019. It was proposed in Senate on February 14, 2019. According to Congress, “This bill prohibits discrimination based on an individual’s status as a living organ donor in the offering, issuance, cancellation, coverage, price, or any other condition of a life insurance policy, disability-insurance policy, or long-term-care insurance policy” (2019). It also considers the recovery time after donation as a serious matter which in turn covers employees to medical leave (Congress, 2019). In other words, if the Living Donor Protection Act of 2019 became law, it would be illegal to restrict coverage of an individual under any insurance policy. Therefore, organ donors who are living should be protected from inequity (Congress, 2019).
The issues being addressed within this health policy are discrimination and enforcement. Discrimination is defined as, “treating a person or particular group of people differently, especially in a worse way from the way in which you treat other people” (Cambridge dictionary, 2020). This bill prevents discrimination against living organ donors. Enforcement is also discussed. Medical leave would be implemented to an organ donor to recover after surgery. Also, this bill enforces education. Congress states, “The Department of Health and Human Services must update public-service announcements, websites, and other media regarding live organ donation to educate the public on the benefits of live organ donation and on access to insurance for living organ donors” (2019). This is important so individuals realize the benefits of organ donation.
I believe that there is an evidence base to support this proposed health policy. There are many living organ donors throughout the United States. According to Health Resources and Services Administration, “Nearly 6,000 living donations take place each year” (n.d.). With that being said, I am sure that all donors would appreciate being protected from discrimination when it relates to insurance. An example of this would be, a thirty-year-old man is a living organ donor for his thirty-six-year old brother. However, the donor is denied coverage under his insurance policy. If this health policy became law, it would be illegal for an insurance company to deny or limit coverage (Congress, 2019). I believe that being a donor is very special especially when saving a loved one. Protected insurance for the donor should be provided. It is stated within this bill that if it became law, the Secretary of Health and Human Services would educate the public on the benefits of being a live donor. I believe if the United States were educated more on this and what it requires, it would be more understandable for donors to not be denied or limited when involving insurance policies. This health policy would also qualify donation surgery as a serious health issue. For example, if an individual donates one of their kidneys, their employer shall provide enough time off for them to donate and recover. Since this is stated within the health policy, these are both examples of evidence to support the proposed bill.
