Perhaps the central feature of today’s political system is the very high level of partisan polarization. While Bill Clinton and Ronald Reagan were able to have some success in working with opposite party congressional leaders, neither George W. Bush nor Barack Obama were able to do so. Is there something that one or both of these latter presidents could have done to work more constructively with the other side? Or is polarization so strong that there was little that they could have done to improve their relationships with opposite party leaders? So far, President Trump has not been able to work with Democrats. Are there ways that he could find common ground with Democrats or does polarization make cooperation impossible?
