It is the unlawful act of removing the minor from the care of the parent or the guardian who has been given the legal responsibility to take care of the minor. Child theft can be committed by either a family member or a stranger due to the following; human trafficking murder, extortion to receive cash from the guardian and illegal abduction where the abductor parent does not want to follow the law to adopt a child(White, 2014);
Amber alert: the Law deals with issuing the emergency message that a child has been abducted and the minor is in great danger, where the public aids in the search. These have been well attained through the good collaboration of the agencies with the public in search of minors. There has been increased efficiency in the Amber alert as they report on the cases that meet the requirements where the public responds to those alert quickly as they are rare (Pahrand, 2017). Megan’s Law: the Law advocates that the law enforcement authorities should provide information to the public about the reported sex offender’s cases. Jessica law: the law advocates for stopping the predators against the minors whose main aim is to abduct, rape and murder. The law was enacted to cover minors twelve years and below, where the offender is imprisoned for twenty-five years with lifetime electronic monitoring. Code Adams law: Emphasizes the safety of the child that has been reported missing. The program has been adopted by most stores, supermarket, malls, hospitals and other public and private business units. Abducted child recovery act: deals with the abduction of the minor to the international countries. The law has aided in reducing the abduction cases by the parent after a divorce, separation or even family disputes to other countries which contributes abduction.

Some of the more well-known programs that have been implemented as a result of recurring child abductions and missing children cases include AMBER Alerts, Megan’s Law, Jessica’s Law, and Code Adam. AMBER Alerts were created in 2003 in order to notify the public more easily of an abduction in the area. AMBER stands for America’s Missing: Broadcast Emergency Response which is “a partnership involving law enforcement, other government agencies, and the news media to produce public service announcements” (Lyman). These alerts are important because they immediately gain the attention of the public and allow people to look around for clues, whether it be a certain car or a specific person. Most people have experienced receiving an AMBER alert; in my personal experience, I have gotten multiple messages that pop up on my phone and alert me of what to look out for. It is always a little disheartening, but very informative and helpful to the police I assume. Megan’s Law refers to the “laws in the United States requiring law enforcement authorities to make information available to the public regarding registered sex offenders” (Lyman). States can decide what information to share with the public but it usually includes the offender’s name, picture, address, incarceration date, and nature of crime. One can find this information on free public websites, newspapers, pamphlets, or other ways as well. This is important because it provides sex offender registration and community notification to the public. Jessica’s Law is an informal name to a law that was created in 2005 and exists in Florida and a couple other states. The law is “designed to punish sex offenders and reduce their ability to reoffend” (Lyman). In Florida, the law states that any lewd act against a child less than 12 years old requires a mandatory minimum sentence of 25 years in prison and lifetime electronic monitoring. It also states that sexual battery or rape of a child younger than 12 only has a life sentence with no chance of parole. This is important because it possibly deters offenders away from child abuse due to the harsh sentencing. Code Adam is “an internationally recognized ‘missing child’ safety program” (Lyman). There are six steps that businesses who use Code Adam are trained to follow including, getting a description of the child, monitoring the entrances and exits of the building, calling law enforcement, and more. Personally, I have never had any experiences with Megan’s Law, Jessica’s Law, or Code Adam. I also found the OJJDP Missing and Exploited Children’s Program which has a Program for Internet Crimes Against Children. The purpose of it is to “assist state and local law enforcement agencies in enhancing their investigative response to computer-facilitated sexual exploitation of children by offenders using the Internet, online communication systems, or other technology” (OJJDP). This is important because as the Internet becomes a larger part of daily life, it is easier for offenders to commit crimes through it without getting caught. This program helps to catch these offenders and make sure that children are safe even on the Internet.
